BJYM district unit meeting held

ITANAGAR, July 16: Bharatiya Janata Yuva Morcha, East Kameng district unit in a meeting today unanimously decided to initiate disciplinary action against some of its executive members for their alleged involvement in anti-party activity during the last Assembly and Parliamentary elections.

Addressing the meeting, BJYM president Fai Neri exhorted the party cadres and workers to maintain party discipline and team work. He also informed that a team of the BJYM will soon visit all the five constituencies under East Kameng district.

 

LBSU condemns attack

ITANAGAR, July 16: Lotong Banggo Students’ Union (LBSU) has condemned the brutal attack on Unti Umbrey, Tagori Mize and others in its strongest term and demanded a thorough investigation into the case.

Expressing serious concern over rising incidents of crime in the state capital, LBSU said that it is no more a safe place and is gradually turning into a hub of crimes.

 

AKKDSU writes memo to education director

ITANAGAR, July 16: In a bid to make the education system efficient in the district All Kurung Kumey District Students Union (AKKDSU) today sought for immediate posting of Principal at government schools like Koloriang, Sangram and Nyapin.

In a representation submitted to the director school education, AKKDSU also demanded senior teachers of the subjects such as political science, geography, economics and history. It also sought for seven headmasters, junior and assistant teachers, and other non-teaching staffs at the schools in the district.  The district students union further demanded fund for the construction of proper boundaries wall at government higher secondary school Sangram and other secondary schools. It also sought for computer education with proper computer rooms and computer operators in the schools. The shortage of text books and lack of infrastructure in the schools were also raised by the union.

 

ANYA seeks Rijiju’s intervention for solutions to vital issues

ITANAGAR, July 16: The All Nyishi Youth Association has appealed to the Union Minister of State for Home Kiren Rijiju to intervene to find permanent solution to vexed Chakma-Hajong refugee issue in Arunachal Pradesh. In a representation addressed to MoS home, ANYA said that though the government of India has been promising to address the demands of indigenous people, it yields no fruit so far.

Claiming that law and order problem at the state capital is deteriorating with the increase in crime rate, the association further appealed to Rijiju to deploy adequate security forces to contain the law and order problem.

Drawing the attention of MoS home towards pathetic road condition, the ANYA has also pleaded for fund to improve the pathetic road condition.  It further sought the intervention of Minister Rijiju on other important issues, such as permanent solutions to the inter-state boundary, Chinese claim over Arunachal Pradesh and creation of two districts namely Kamla and Pakke-Kessang.

 

Action demanded

ITANAGAR, July 16: Alleging that the general manager of State Bank of India (SBI), Naharlagun/Itanagar branch has grossly violated the direction of Director Food & Civil Supplies to stop payment (DD no 237975 dated 04/09/2013) amounting to over Rs Four crore, All Arunachal Pradesh Tribal Welfare Association demanded police authority to take action against the general manager.

In a complaint letter addressed to SP Itanagar, the association demanded for an immediate arrest of GM SBI who allegedly violated the government order.

 

AAPYO bats for admission deprived students

ITANAGAR, July 16: All Arunachal Pradesh Youth Organization (AAPYO) batted for the admission deprived students at Dera Natung Government College Itanagar (DNGC).

In a letter addressed to the director higher and technical education, AAPYO requested the authority not to implement 50 percent eligible criteria for admission in the lone government college at the state capital.  It said that students from the remote districts come to the state capital in pursuit of better education, therefore, the organization said, the government should not deprive them of education.

Meanwhile, a group of students today staged protest in front of the director higher and technical education office. The agitated students were protesting over the catchment and Non-catchment College and demanded for equal treatment in the admission process at DNGC Itanagar.

 

Clarification

ITANAGAR, July 16: The Cooperative Apex Bank Limited authority, in a release clarified that the bank had conducted interview for recruitment of candidates against few posts of Banking Assistant, Messenger and Peon under Financial Literacy Camp (FLC) as the posts were purely temporary and contractual. The bank further informed that the matter has been clarified to All Arunachal Pradesh Student's Union (AAPSU) in a meeting held in the office of the bank administrator.

It is pertaining to mention here that AAPSU had demanded the Bank authority to conduct written examination instead of interview against those posts and to maintain state’s existing recruitment rule while electing candidates.

ITANAGAR, Jul 16: The 28th batch nursing students of School of Nursing of Ramakrishna Mission Hospital (RKMH) here received the nurses’ cap at the Capping Ceremony held in the Vivekananda Hall of RKMH here yesterday.

Certificates of merit and cash prizes were awarded to meritorious students of first, second and third years by Secretary (Health & Family Welfare) Indra Mallo. Certificate of appreciation was presented to National Florence Nightingale awardee Tapasi Pandit, senior staff nurse.

APPCWA demands strict  adherence to transfer policy

ITANAGAR, July 16: All Papum Pare District Contractors’ Welfare Association (APPCWA) has demanded the Chief Secretary to strictly maintain the laid down transfer and posting policy of government officers.

As per transfer policy, no officer will remain in the same office for more than three years. But the same policy has not been maintained properly here, the APPCWA in its memorandum to Chief Secretary claimed. The association claimed that some officers are staying in same office in Capital Complex for more than three year’s tenure which is encouraging them to indulge in corrupt practices and do contract and supply works in the names of their relatives.

While demanding the chief secretary to stop such corrupt practice by serving government officers which deprives the common public their rights of works, the contractors’ welfare association also urged him to transfer all government officers from the rank of Sub-Divisional Officer onwards, who have already completed their full three year’s tenure in same office as per transfer policy by Department of Personnel and Training.

 

Water supply disrupted at Daporijo as landslide damages pipelines

DAPORIJO, July 16: Landslide triggered by heavy rains damaged major portion of water supply pipelines at several locations leading to disruption of water supply in Daporijo town.

Water pipelines were reportedly damaged during last night in many places affecting more than 60 percent of the town dwellers.

PHED department has swung into action and restored water supply from Liruk, Dulom and Sikarijo sources. However, water supply from Hankar village source could not be restored due to some technical problems. Normal water supply from that source is likely to be restored by tomorrow, AE, PHED informed.

 

Alignment at disputed stretches for TAH in West Siang finalized

AALO, July 16: Following the directive of the West Siang district administration, an official team headed by Nyali Ete, DFO Aalo, Er. Gemar Padu, AE (Highway) along with the land management staff has begun the final survey of the stretches at Darka-Nigmoi, Bam Tri-junction, etc in connection with the Trans-Arunachal highway alignment.

It is pertinent to mention that the strip plan prepared previously by the user agency and approved by the MORTH, Regional Officer, was not tallying with the original alignment prepared by the PWD Highway for obtaining forest clearance from the Govt. of India based on which the concession agreement had been signed. It remained the bone of contention between certain sections of people. Now, with this final survey and alignment, the disputed stretches would be resolved, and the land acquisition process as well as subsequent construction works will be expedited without any delay. DFCSOs urged to expedite implementation of NFSA, regulate prices of open market

ITANAGAR, July 16: Food & Civil Supplies Minister Kamlung Mosang yesterday exhorted all District Food & Civil Supplies Officers (DFCSOs) to ensure early implementation of the National Food Security Act (NFSA) and arrest burgeoning prices of essential commodities in open market in the state.

Addressing the conference of DFCSOs and Deputy Resident Commissioners (DRCs) at the directorate of food and civil supplies, Naharlagun, Mosang, however, appreciated the current progress made in the implementation of NFSA, particularly in identification of beneficiaries in all districts in spite of lack of manpower, funds and infrastructures etc.

Responding to the queries of DFCSOs the minister assured equitable distribution of manpower in all the districts to ensure early and effective implementation of NFSA. He, however, appealed to all the elected leaders and NGOs  not to interfere in the transfer and posting of officers/officials on completion of their normal tenure as districts have acute shortage of manpower to implement the Act.

The minister further stressed on the need of an urgent and effective mechanism to control the price rise in the districts. He asked the officers for better enforcement of Essential Commodities Act, 1955 and informed that under Prevention of Black Marketing Act, hoarding has been made non-bailable offence. He also informed that Onion & Potatoes have been de-listed from the APMC Act and declared as essential commodities during the conference of Food Minister and Secretaries of all states/UTs held on July 4 at New Delhi.

While directing the officers concerned to create a separate price monitoring and vigilance cell at the directorate office to centrally monitor the prices of essential commodities, the Minister stressed on reactivation of the District Consumer Advisory Board/ Vigilance Committees.  It should be ensured that strict monitoring of prices of essential commodities be carried out periodically in all districts, he said.

The minister also directed the department to immediately submit proposal to implement ‘Chief Minister’s welfare scheme for consumers residing near international borders’ which proposes to entitle 10Kg of rice & 1Kg of Iodized Salt/per family/month free of cost for the consumers living in the international borders in addition to  normal PDS item  being provided to them. This will ensure stability of population near international border area and discourage migration of people from border area to district headquarters and state capital.

Addressing the  participants, Parliamentary Secretary, food and civil supply Er Markio Tado asked the field functionaries of the department to maintain transparency and accountability while ensuring delivery of essential commodities to needy poor and consumers across the state. He assured to take up the matter with Govt. to address shortage of man power in the department. He asked DFCSOs and DRCs to realize revenues generated in the form of licence fees of FPS, PoL & LPG outlets, carriage contractors and room rent of Bhawans & circuit respectively. He also asked the director to ensure that revenue so generated is timely deposited in the appropriate Govt. head of account.  

Secretary Food & Civil Supplies Gamli Padu asked all DFCSOs to adhere to the new guidelines for preparation of HTS bills as per recommendations of Saumitra Chaudhuri Committee. He also informed all DF&CSOs that budgetary provision for HTS reimbursement is being kept to ensure that functioning of transportation and distribution of PDS in districts is smooth in view of NFSA. He also highlighted the importance of end to end computerization of TPDS as an integral part of NFSA to ensure transparency and doorstep delivery of foodgrains. Further, he asked DFCSOs and DRCs to be punctual in discharging their assigned duties and instructed respective DRCs to resolve land issues and regularly appraise the status of the same to the higher authorities.

Earlier, Director Liyon Borang gave power point presentation on organization setup and manpower requirement of the department for successful implementation of NFSA. Other issues like non-availability of stocks in the various FCI base depots like Seppa, Ziro etc. due to floating of NIT meant for Arunachal Pradesh in Assam was also discussed, according to an official release.

 

 

Prepaid meters for power consumers in Capital Complex

ITANAGAR, July 16: Power (Electricity) Minister Tanga Byaling today disclosed that prepaid meters would be installed in the Capital Complex soon as a pilot project to plug the huge revenue leaks.

“The consumers would procure departmentally identified prepaid meters whose cost would be adjusted against their bills. They will pay and consume, recharge on receipt of mobile alerts to avoid disconnection,” he informed.

Byaling disclosed this when a team of Arunachal Chamber of Commerce & Industries (ACCI) called on him to draw his attention about exorbitant hike in power tariff.

The ACCI team including president Techi Lala, general secretary Tarh Nachung, information and publicity secretary Toko Tatung and chief adviser Pradeep Kumar, submitted copy of the memorandum addressed to the chief minister, seeking his intervention on the issue.

“We earn total revenue of Rs 80 crore annually against an expenditure amounting to Rs 250 crore in supplying power throughout the state. While illegal tapping, defunct meters, need to install huge number of meters involving enormous cost, nonpayment of bills were causing huge losses,” he clarified.

Pointing out that the monthly tariff was doubled on average without meter reading, when the ACCI team questioned as to who was responsible for installing meters – the consumer or the department? What is the logic behind hiking the bills on average without no meter or no meter reading?, and sought a pragmatic policy for the consumers to pay willingly, the minister assured to hold a meeting with the power secretary soon on the issue.  

The team also highlighted that the Arunachal Pradesh Industrial Policy – 2008 has proved to be ineffective for numerous lacuna, including non-fulfillment of 50 per cent power subsidy to entrepreneurs and those from outside interested to set up industries and lack of ‘single window clearance policy’ to issue license. The policy drawbacks had proved a drag in catapulting the much desired industrialization despite huge scopes in the state, he added.

The minister assured to take up all issues with the chief minister for making the policy, under review by industries department, more practical and result-oriented.

 

 

Explore ways and means to improve education scenario of state: Governor

ITANAGAR, July 16: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma called for streamlining and strengthening the education sector for improving overall socio-economic development of the state and its people.

The Governor said that Arunachal Pradesh has a small population and with dedicated effort of all the stakeholders, the state can further improve its literacy rate, which is among the lowest in the country.

While presiding over a meeting on developing education sector in the state at Raj Bhawan here today, the Governor advised the heads of educational institutes to explore ways and means to improve the education scenario of the state.

The Governor emphasized on instilling scientific temperament amongst the younger generation along with ‘esprit de corps’ and sportsmanship.

The Governor said that elders of the society and teachers must provide a healthy, safe and conducive environment to the students to enable them to develop pride for their own culture and traditions.

He urged upon all the educationists to facilitate on career counselling, extra curriculum activities so that each individual achieves his fullest growth and potential.

Underscoring the importance of computer literacy, the Governor suggested for maximum usages of internet and e-knowledge especially in providing refresher and orientation courses for the teaching faculty to bring about quality in teaching.

The Governor expressed his concern on the increasing challenges due to the drastic erosion of moral and ethical values. He called for concrete steps to rationalize the unsettled mind of the students, widen their horizons, inflame their intellect and teach them to think critically with dynamism.

Proper implementation of road project demanded

DAPORIJO, July 16: The people of Chetam circle and All Chetam Circle Students’ Union have urged the authority concerned for proper and successful implementation of road project from Sippi to Chetam under PMGSY.

The villagers, PRI members and students union have demanded the government to ensure quality and timely completion of the work by properly and regularly monitoring the construction work. They cautioned that there will be no compromise on quality of work and democratic movement will be launched against the authority/contractor concerned, if the work is not done as per guidelines.

Meanwhile, the PRI members, intellectuals, youth leaders and villagers in a meeting chaired by Chetam Anchal Chairperson decided to form a committee to monitor the quality and progress of the work. The committee will also keep strict vigilance on any possible mismanagement and mis-appropriation of fund and initiate legal action with the help of law enforcing authority against the erring officers and officials, if found.  They further appealed to the engineers of the executing department to not allow the contractor to allot the work to sub-contractor as it would result in low quality of work which may create legal complicacies.

 

 

New Ledo-Jairampur railway in the offing

JAIRAMPUR, July 16: Despite being a low profile event, the meeting of MP Rameshwar Teli and MLA Laisam Simai yesterday here at Jairampur IB has spurted a wave of optimism as two very significant announcements was made jointly by them amidst thunderous cheers.

Firstly, snaking ‘side by side’ the historic Stilwell Road, if everything turns out as planned, in coming days, cargo and passenger trains will adorn the Jairampur landscape in Changlang district. Secondly, though Myanmar is marred with internal rift, the duo has assured to pursue the state and central governments to find a safe and effective mid-way to open up the Myanmar border for trading with the Association of South East Asian Nations.

According to MP R Teli, the new rail route measuring more than 30 Km from Ledo (Assam) to Jairampur will soon transform into a reality. “The proposal for laying new rail route has already been submitted for the consideration of Prime Minister Narendra Modi and sooner or later, we will hopefully get the positive news,” Teli said with beaming enthusiasm.   The confident pair belonging to same political party BJP also shared about the significance of historic Stilwell Road and pointed out that both the proposed projects are based on the viability and history of the Stillwell Road. As told, in this regard, MP Teli has mailed a personal letter to Prime Minister Narendra Modi elaborating the prominence of Stilwell Road and the reason to initiate a trade route based on the trail. “It will not only open up myriad of opportunities but also celebrate the sacrifices made by countless soldiers and engineers while taming the treacherous terrain.”  Pointing toward Simai, Teli disclosed, “we will together submit a 1000 page survey report on the feasibility of border trade (already completed) to PM Narendra Modi at the earliest possible time”.

Meanwhile, Simai terming the event ‘historic’ acknowledged his support to accomplish the goal set by his counterpart adding that road and rail connection is most vital for development and Changlang district being the reservoir natural resources, rail connectivity can breathe a new lease of life in the dying economy. Being immediate neighbours, Simai also assured to work together in various other domains that will contribute in the collective progress and development of both the constituencies. “In order to realize the affluent option ‘opening of border trade’, we are considering to constitute a delegation consisting of MLAs and MPs from entire North East and this delegation will be responsible for taking the matter to its goal,” he added.    “As trade and commerce is the most significant ingredient for the survival of modern society, I’ll impress upon our state and central governments for the success of these projects,” Simai divulged when reporters queried about his future move.

Earlier, Teli representing Dibrugarh Lok Sabha constituency as the new MP was on a visit of frontier town Jagun bordering Changlang district when he called upon MLA Laisam Simai who greeted the MP at Jairampur Police Check Post before heading to Jairampur IB to jointly make the historic announcements.

 

 

Gushing water washes away culverts

ITANAGAR, July 16: The sudden flow of rain water washed away the main culverts and blocked the drains of the road linking NH52A near Tago Memorial Hospital and Power Grid-Electric Sub-Division Office, Upper P-Sector Nirjuli yesterday snapping road communication to the area.

The damaged culverts were temporarily repaired and the blocked drains cleared for smooth flow of water by the dwellers of P-Sector during a social service organized by Grace Mission Society today.

The social service was also participated by Tarh Nachung, Councillor (ward No. 29), Nirjuli. Senior member of the colony and former zilla chairperson Nabam Rana hired a earth mover (JCB) for clearing the blocked drains.

Gushing rain water frequently creates havoc at Upper P-Sector link road due to lack of road side drain. Further, all the roads under Upper P-Sector are in deplorable conditions for want of maintenance.

The Society requested the department concerned to start the repairing works of the road with proper drainage system and also appealed to the authority concern for providing fund for proper maintenance of the damaged roads and blocked drainage system at the earliest.

 

 

Orientation workshop on NUHM held

ITANAGAR, July 16: A day-long orientation workshop on National Urban Health Mission (NUHM) for urban local bodies/councillors of Itanagar Municipal Council (IMC) was organized by National Health Mission (NHM) at IMC conference hall at Naharlagun today.

The orientation progra-mme was chaired by chief councillor Higio Aruni (IMC) and attended by various councillors of the IMC. Papum Pare DRCHO Dr Kipa Tuglik, public health specialist and nodal officer (NUHM) Dr Raja Dodum, state programme officer (M&E NUHM) Dr C Lowang,  state consultant for community mobilization and ASHA, RRC-GoI D Bora and staffs from District Health Society (DHS), Yupia were also present.

Initiating the programme, Dr Tuglik highlighted all the activities of NHM which are being implemented in the district to the participants. He appealed to all members that the MMR (Maternal Mortality Rate)/IMR (Infant Mortality Rate)/TFR (total Fertility Rate) are to be reduced for attaining a status of developed municipality in the city, and for this all the stakeholders must work unitedly.

The nodal officer (NUHM) Dr Dodum briefed members about the aims and objectives of NUHM which had been launched in the towns of Itanagar and Pasighat and will be implemented in all district headquarters soon. NUHM is a new initiative under the National Health Mission whose main objective is to uplift the present health scenario of the urban poor (beggars, rag pickers, disables, sex workers) by facilitating basic health facilities by strengthening the present health system including the selection of new urban ASHAs (Accredited Social Health Activists) and MAS (Mahila Arogya Samities). He also sought the co-operation of all councillors to provide support to the DHS in the selection of eligible urban ASHAs and in constitution with MAS in the city.

Papum Pare DCM Jonggam Pertin provided the insight of urban ASHAs and MAS through a power point presentation.

Chief Councillor Higio Aruni in her concluding remarks suggested the setting up of some targets to be achieved by an urban ASHA before releasing incentives. She appreciated the organizing team for the orientation programme and assured her full co-operation and support for such noble programme for the improvement of health indicators of urban poor.

 

 

Capital DC seeks cooperation to curb bandh culture

ITANAGAR, July 16: Expressing concern over frequent bandh calls given by various organizations and unions as a means of protest, Capital Complex Deputy Commissioner Mige Kamki has sought cooperation of general public, various mass-based organizations, NGOs, and students’ unions etc. to curb the menace for progress of the state.

It is the right time for all to come together on a common platform to prevent the bandh that has been emerging as culture of protest in Arunachal Pradesh, Kamki said while addressing the media persons in an interaction programme in his office chamber to seek suggestions from them to find a mechanism to end this culture.

Informing about Supreme Court’s standing order declaring bandh as illegal, he urged the media houses to highlight the same as news item when the proclamation of the SC order is given by the district administration.

He said that some bandh callers resort to disruptive activities even before the scheduled time of the bandh. The district administration will ensure that the SC order is not violated by any organizations or association in future, he said.

He informed that the recent 36-hr bandh has affected the SBI sponsored coaching for aspiring candidates at Itanagar for special recruitment of ST/SC candidates to the post of Probationary Officers in SBI. The bandh callers should give a serious thought to such matter which has a direct bearing on the careers of the students, he said.

Senior journalist Pradeep Kr Behera also spoke on the occasion and suggested among others that one responsible officer should be specifically designated as PRO in every department to provide information to the media.

 

 

Orgs come closer to find out ways to regain past glory of school

Seijosa, July 16: A marathon meeting amongst All Nyishi Students’ Union (ANSU), 12-Pakke-Kessang Intellectual Forum (XII-PIF), All Pakke-Kessang Piejeriang Dissing-Passo Seijosa Students’ Union (APPDSSU), heads of various government schools, parents and students was held here yesterday following reports of weak CBSE examination results of the lone government higher secondary school of 12-Pakke-Kessang constituency.

Addressing the gathering, All Nyishi Students’ Union (ANSU) General Secretary Nyanya Gollo expressed concern over the degrading quality of education in the schools. The school was one of the best performing schools in the state in CBSE examination. But, in the past three years, performance of the school has gone down which needs a systematic and continuous reformation to regain its lost glory, he said.

The school established in 1969 has so far produced many renowned medical officers, engineers, administrators and politicians, he said. However, over the past few years, he said, the school has failed to produce quality students.

He urged the students of the school to devote more time to study to achieve success in life in today’s highly competitive world.

ANSU is always there for the cause of quality education in all the schools of Nyishi belt, he said and disclosed that ANSU is likely to visit all schools under its jurisdiction to demarcate the school boundaries to solve the encroachment problems permanently. In this regard, he sought the help of public.

Participating in the discussion, Seijosa ADC TR Tapu praised the initiative of APPDDSU for organizing the meeting, saying that such meeting provides a common platform to teachers, students, parents and other stakeholders to share their experience and suggestions to ensure quality education. He said that there is no dearth of jobs for meritorious students even today. “Even with a simple graduation one can sit in competitive examinations like UPSC and APCS, etc, he said.  He assured his full cooperation to the school authority and school management committee for improving the quality of education in the school.

He also disclosed that the SMC and the school authority after they held a several rounds of meeting, had decided to collect Rs.500 from each student during the time of admission as there was acute shortage of desk, bench, and other related items in the school. He also said that the amount sanctioned by the state government was not sufficient to run a full academic session.

He, however, expressed his willingness to return the collected amount to the students, if they oppose it.

XII-PIF General Secretary Tana Tage and Vice Chairman Er Kali Gumro suggested for maintaining strict discipline by students, parents-teachers coordination for improving the result of the school and for imparting quality education to the students.

Seijosa Government Higher Secondary School Principal Lejum Ete speaking on the occasion said that the pass percentage of the school in this year’s CBSE examination may rise to 80% to 90% after the compartment results are declared. However, the result was misinformed to the DDSE and the students’ organizations, he said, admitting that there was a decline in the performance of the students.

He said that most of the students who come to study in the school lack basic foundation of education due to which students face hardship in the class X and XII. “It doesn’t end here, even the most qualified and experienced teachers in the subject in order to finish the course by time have to compromise with understanding capacity of the students, and as a result these get reflected in their results,” he added.

Meanwhile, the meeting resolved to impose blanket ban on unfair means in examination hall, to conduct regular parent-teacher coordination meeting, and to keep the collected amount of money from the students as school funds.

 

 

Nari-Depi-Detak road remains closed

RUKSIN, July 16: The Pasighat division of Rural Work Department (RWD) has come under sharp criticism for failing to restore the Namey-Detak PMGSY road that has remained closed since July 8 causing great communication problem to the local villagers.

Surging water of Depi River due to heavy downpour this month eroded left abatement of the 35-meter span RCC bridge between Depi and Namey villages snapping road communication between Depi village and Nari ADC headquarters.

Heavy rain also triggered massive landslide at several portions of the road and blocked the road with sandy rock and debris near the RCC bridge. Moreover, rainwater rolling down from the hill filled the culverts and drains with silt which further worsened the condition of the road.

The local villagers infuriated over lackadaisical attitude of the department, said they have reported the situation to RWD officials, but no action has been taken by the department yet. Expressing strong concern over inaction by the RWD department, the local villagers have sought their local MLA’s intervention in restoration of road communication along the road. They also cautioned the administration of rigorous movement if their demand goes unheard.

The newly constructed Nari-Namey-Detak road is the lifeline for the people of Depi, Depi-Moli and Detak villages. Essential commodities and other items to these villages are transported through the route. It is also a link road to connect greater Nari-Seren area with Ruksin villages falling under Pasighat-West constituency.

The local PRI leaders, who blame the lack of technical estimation as the reason for breaching of the side bundh and walls of the RCC bridge, urged the higher ups of the RWD authority to enquire into the matter and take action against the contractors concerned.

 

 

Efforts on to hunt singing talents of West Siang

AALO, July 16:  In its effort to spot singing talents of the district, the West Siang District Socio Culture& Economic Development Society (WSDSC&EDS) has short listed fifteen singers through a panel of judges comprising Er. Komba Taso, Torik Kato and Mijum Riram out of 128 singers initially representing all the circles of the district in an Audition that was held at Gumin Kiin  yesterday.

Speaking on the occasion,  Er. Deli Kambu EE RWD and Er Tumba Ingo, AE PHED lauded the effort of the society to hunt the singing talents of the district annually and urged the participants to give their best to excel in the field of music. Music has always played a binding role and youth should refrain from growing present day vices and divert their energies for all constructive purposes through such given platform. The resource person, Dr. Linya Lollen, Medical Superintendent District Hospital Aalo too took advantage of the platform to send his detail message on drug abuse, HIV and Hepatitis and its social, medical and legal implications to the desired target groups.

Disclosing objectives behind redesignating the name and style of the society that existed earlier, the society chairman Mijum Lona and Secretary Lee Sora said that the society will not only be confined to cultural aspects but destined to encompass all welfare activities of the district under its banner with a motto to work for the greater interest of the society.

The society will come up with comprehensive blueprint of welfare measures to be launched soon in the district, they disclosed. DIPRO

 

 

Tirap district level monitoring committee meeting held

DC calls for physical verification of scheme implementation

KHONSA, July 16: The district level monitoring committee meeting of Tirap district was held at Deputy Commissioner’s conference hall here yesterday in which all the HoDs of development departments, representatives from line departments and PRI leaders attended.

In his keynote address, Tirap Deputy Commissioner Kamlesh Kumar Joshi told the executing agencies to ensure that the projects were completed within the time-frame adding that no lapses whatsoever should be overlooked while implementing the people-friendly schemes. He said that monitoring was done mainly on centrally sponsored beneficial schemes of the people. The scheme is popularly known as CSS.

The DC urged the HoDs to physically visit the work site to have first-hand information about the progress of the various schemes. He expressed his deep dissatisfaction over the performance of some of the work departments and warned them not repeat the mistakes in the future. Joshi categorically said that the work departments should mandatorily submit the progress reports of any scheme to the Sub-Divisional administrative officers for their knowledge and effective monitoring adding that it would help the administrative officers in presenting the correct picture or status of the on-going schemes of their jurisdictions during DLMC meeting.

The HoDs explained the progress of work under their respective departments. The PRI leaders while participating in the deliberation urged the executing departments to consult them before implementing any project related to Panchayat under their respective blocks.  Earlier, the DPO who is the Member Secretary of DLMC exhorted the work departments to submit the quarterly progress report well in advance of the DLMC meeting for meaningful discussion. He also urged them to incorporate the new central schemes that had been launched recently in the next DLMC meeting. The meeting was a huge success in terms of creating awareness on the importance of the CSS which would immensely benefit the rural people in particular. DIPRO

Robbers did it again

In a broad-day light robbery incident, a group of three masked and armed miscreants entered into Arunachal Pradesh Rural Bank, Yachuli branch on Monday and looted cash amount of Rs.10 lakh at gun point. However showing promptness, the Lower Subansiri police managed to trace the robbers and arrested two of the accused while the third one fled. Police also recovered looted cash of Rs. 7,92,000 along with 3 numbers of loaded Pistol (Country made) with 10 live rounds of 7.65 calibre and 35 live round of .22 calibre. Interesting in January this year robbery was committed on the same bank by three miscreants. Police have not been able to arrest the two absconding accused involved in the January incident till date.

Most surprising part of this latest robbery episode is involvement of one Hiba Tajuk, who is alleged to have hand in Itanagar Rural Bank and Nirjuli SBI robbery incidents. It shows the utter failure of our system. How the person involved in repeated criminal acts can easily be let free? Because of weak judiciary, crime graph is rising in the state. Streets of capital are filled with murderers, robbers, rapists etc. Citizen should adopt self vigilante to remain safe. Also it is surprising to know that despite earlier robbery incident, the authority of Yachuli Rural Bank failed to take any step to enhance the security system. There is no security guard and no alarm, CCTV facility at the said bank. The banks also need to take its own security measure to avoid recurrence of such incidents.

Roads, carcass of drains, people and the funds

Dear Editor,

Through your esteemed Daily, I would like to urge our government to give a thought to the road condition of Arunachal Pradesh.

The pace of the development of a state like Arunachal is calculated mainly based on its surface connectivity and its road network. Almost all the roads of towns and colonies in our state are in deplorable condition. One can witness more of potholes and mini swimming pools everywhere in and around capital, district headquarter, colony roads etc. Whenever there is an arrival of monsoon, the people are in peril, even little pouring of rain creates havoc.

It has become absolutely imperative for every individual to make a monthly budget to repair one’s car, which needs regular servicing and maintenance due to this horrible road condition.

The roads are getting deteriorated which is inversely proportional to the multi-storeyed buildings of people connected and related to the construction of these roads.

Earlier, the Department with its men and machines used to execute the construction and maintenance of Road, in those days the condition of road was never this worse.

The drain which ensures the flow of rain water seems to be neglected in our state. The drain on roadsides are invisible and has reached the height of non-existence, one could only see the carcass of drain.

We all know that well planned system of drainage, sewage, drain outlets are necessary to maintain the rigidity and durability of road.

Rampant illegal occupation of Govt quarters, encroachments of Office campuses are on high degree in our state.

If Government cannot stall the kind of activities than why not prevent by adopting the policy of building multi-storeyed quarters where no one can claim the ownership of the building?

In my opinion, the financial package sanctioned from central govt. was enough to make the Arunachal a developed state if utilized properly with strong formulation of mechanism to monitor.

Our ministers may not need to beg money from center if own available resources are harnessed and developmental funds are implemented judiciously.

Government, if it does not wake up from deep slumber by now, the day is not far when people from other part of the globe will compare our state with Wildlife sanctuary.

An  educated is one who value human rights, know right from wrong

Dear Editor,

This is in response to the news report "Subramanian Swamy calls Sonia Gandhi 'fifth class pass' "(July 13).

No condemnation is enough for Subramanian Swamy for mocking Sonia Gandhi's educational status. Through his barbaric comment; not only has Swamy insulted Ms.Gandhi, but also posed an assault on the sentiments and honour of all "uneducated" persons of this country. In this consumerist society, an essential need as basic as education has been turned into a mere commercial commodity which needs to be purchased from market! This is the very reason why innumerable people fail to enroll their children in school or forced to discontinue their studies after fifth class. These hapless lot could have become doctors or technocrats had they got financial support from the parents, Government or society. After all we are all born equal with same talent and potential, the claims of merit and intelligence are nothing but bogus and hollow rhetoric. Less said about the orphans whose unexploited promise get nipped in the bud in ruthless manner. In this pathetic and inhuman perspective, how can Swamy dare to evaluate human beings through the yardstick of educational status and denigrate them?

Moreover, mere earning of degree does not necessarily make a person educated. And one can also become truly educated without completing school education, attending college or pursuing higher education. There exist innumerable  "educated" persons in the society who are racist, casteist, communal and intolerant to the utmost, get engaged in "honour" killings, regard the fairer sex as "inferior" to the menfolk or superstitious. The think-tank of all terrorist organizations consist of "educated" persons possessing respectable degrees from prestigious institutions. In all reputed engineering, medical and management institutions of the country (that includes IITs, IIMs, AIIMS); along with the "best" brains who are the "future" of this country, even professors and readers taunt the poor students who belong to certain castes or tribes and go all-out to humiliate them and indirectly leading them to take the extreme step of committing suicide. Less said about the philistine mentality of ragging among the "jewels" of the student community the better!  On the other hand many "uneducated" and illiterate are learned enough to regard the whole human race as one by rising over narrow boundaries of race religion caste or colour, reside at the furthest distance from communalism or pledge to donate their bodies after death for medical cause. That person is truly educated who value human rights, remain humble and courteous, know the difference between right and wrong and also practically practice it in daily life. This is the very reason why many degree-holders used to seek advice of a certain degree-less Ramakrishna Paramahansa or follow the philosophical path of another certificate-less Rabindranath Tagore.

Mere earning of university degree i.e. career-based education hardly serves the moral fabric of the society or enlightens one's mindset and viewpoint because it can often be earned by merely memorizing the answers of the questions as suggested by the professor or tutor and "inspires" the students to become successful professionals so as to make loads of money by hook or by crook. None other than Swamy himself is proof enough that just bagging of university degree is neither the path of enlightenment nor the be-all and end-all of life. Had Swamy been truly educated, he would not have tried to insult Ms.Gandhi by invoking her educational status.

Swamy holds every democratic right to oppose or criticise Sonia Gandhi on political or ideological front. But by mocking Ms.Gandhi's educational qualification, he has blatantly exposed his crude, cheap and uneducated mindset.

An agonising experience

Dear Editor,

I want to draw the attention of public through your esteemed news paper which is rendering a great service to the state being a powerful medium.

On regular payment of my insurance premium for twenty years, I submitted the duly filled papers for maturity claim through a messenger on 9.5.14 as advised by a lady executive of the LIC Naharlagun Branch. The form was delivered by her.

The   claim papers were received by the Branch with an assurance that the money will be credited into my account within seven days.

After inordinate delay of ten days when my messenger contacted the branch the official told him that the policy has been transferred to the Indore Branch.

The documents were returned with a line scribbled without date, designation seal etc which I received through a personal registered mail with another delay of fifteen days.

I had to go to Indore from Bhopal to submit and appraise the Branch which cost me two days.

As per LIC rules, the policy is not transferred under one year of date of maturity than why did the official accepted the claim forms and assured for due payment ?

Why did he keep quiet for so long and when inquired sent the papers with one line written without any seal or date?

The conduct has been most callous and mischievous and caused me mental anguish and agony and wastage of time and energy.

After all this, I am yet to get my money.
